Eliminating backlogs in service and infrastructure delivery is a national South African priority. While much has been achieved since 1994, many South Africans remain without basic municipal services in water and sanitation, solid waste removal, electricity connection, and provision of affordable, permanent shelter. According to South Africa's most recent census (2001), 5 million people had no access to safe water, an additional 6.5 million were using unimproved water sources, and more than 18 million still lack adequate sanitation. At the provincial level, education and health-related infrastructure and maintenance backlogs continue, even while government funding is available to stem the tide. These backlogs have significant economic and social costs, retarding economic growth, which in turn leads to increasing unemployment and attendant social ills.

ECIAfrica provides targeted consulting advice that directly supports the government's efforts to eliminate service and infrastructure backlogs.
