Dr Claudia Manning, Managing Director

ClaudiaClaudia is a development practitioner with many years of experience in the South African development arena. She has worked in management and governance positions in both the private and public sector.

In her capacity as Executive Director of Sangena Investments, she was responsible for a wide range of advisory assignments, spanning various development issues such as the financing of municipal infrastructure; local economic development, Public Private Partnerships in infrastructure delivery; Black Economic Empowerment and other mechanisms to enhance economic and social impacts of infrastructure projects; as well as regional development and integration programmes such as the Spatial Development Initiative (SDI) programme. Clients include Government departments such as National Treasury, the Department of Foreign Affairs and the Department of Trade and Industry; various private financial institutions; the World Bank; and local and traditional authorities (including the Royal Bafokeng Nation).  

Claudia serves as a non-executive director for a number of South African companies, including the Development Bank of Southern Africa (DBSA), where she also serves on the Board’s Credit and Investment Committee; the DBSA Development Fund, where she also chairs the Risk Committee; SSI Engineers and Environmental Consultants and Roadcrete Africa.  She is also a member of the Presidential BEE Council.

Claudia previously served as an investment officer in the DBSA’s Private Sector Investments Unit (PSI), where she was responsible for the provision of finance to private companies investing in industrial infrastructure in South and Southern Africa, in particular through Public Private Partnerships.  Her responsibilities included sourcing of new projects, conducting due diligence exercises, identifying legal, financial, technical and other risks, devising mitigating strategies to manage these risks; structuring the financial and other aspects of the transaction; obtaining management and Board approval; negotiating with clients; and finalizing contract documentation. Claudia spent two years contracted to the Department of Trade and Industry as a manager of the Spatial Development Initiative programme. Reporting to the Minister of Trade and Industry, the position entailed identifying and scoping high priority investment projects and promoting these to potential investors internationally and locally. The position required high level co-ordination between government (at local, provincial and national level), relevant local stakeholders (business, trade unions, and other non-government bodies) and private investors. Claudia was responsible for conceptualizing and managing multiple feasibility studies on various issues, which included inviting bids from consultants, evaluating them and awarding and managing successful bidders.

Claudia started her professional career as a researcher into the Small and Medium Enterprise sector and published a number of articles based on her research in the 1990’s.
